Yes, you can rent a property out even if you are only a tenant or a property manager. However, it is always necessary to have the written consent of the owner that explicitly states that housing can be further leased to third parties. Sublease of housing without this consent is entirely at your risk and Flatio takes no responsibility for any problems with unauthorized subleases.
